The first Decennial Committee Meeting was called to order at 6:30pm.

 

The Committee was formed which included (7) White Oak Library Board members - Deanna Amann, Zach Binkley, Gayle Crompton, Nancy Hackett, Andrew Koroma, Ann Lopez-Caneva, and Kelly Schneider; (2) staff members – Scott Pointon and Patti Sacco; and (2) members of the public – Adam Woodworth and Victor Zack.

 

The Committee nominated Deanna Amann as Committee Chair.

 

The Committee reviewed what will be discussed at the next meeting.

 

The Decennial Committee Meeting was adjourned b the Chair at 6:59pm.

CALL TO ORDER
The second Decennial Committee Meeting was called to order by Committee Chair Deanna Amann at 6:30pm.

The Committee members include (7) White Oak Library Board members - Deanna Amann, Zach Binkley, Gayle Crompton, Nancy Hackett, Andrew Koroma, Ann Lopez-Caneva, and Kelly Schneider; (2) staff members – Scott Pointon and Patti Sacco; and (2) members of the public – Adam Woodworth and Victor Zack.

 

MINUTES
The committee members reviewed the minutes.

Gayle Crompton moved to approve the April 25, 2023 Decennial Committee Meeting Minutes. Nancy
Hackett seconded the motion. All voted aye. Motion carried.

 

DISCUSSION OF EXISTING INTER-GOVERNMENTAL AGREEMENTS
The Committee discussed the current inter-governmental agreements which included the Pinnacle Library Cooperative, Student Success Card Initiative, Valley View School District, TIF Districts, and Local Government Cooperation.

 

DISCUSSION OF OPPORTUNITIES FOR INCREASED INTER-GOVERNMENTAL EFFICIENCIES
The Committee discussed opportunities for increased inter-governmental efficiencies. Deanna Amann suggested exploring cooperative possibilities with local townships, Senior Services of Will County, and partnering with places to do “Free Little Libraries”.

 

DISCUSSION OF OPPORTUNITIES FOR INCREASED ACCOUNTABILITY
Opportunities for increased accountabilities were discussed. Scott Pointon mentioned that the Library District has hired a new auditor this year. He also said that the District goes above and beyond by posting the total compensation of all staff, not just those that are over $70,000 which is all that the law requires. The Library District lists all required information in the newspaper.

Adam Woodworth moved to approve the May 23, 2023 Decennial Committee Meeting Minutes. Gayle Crompton seconded the motion. All voted aye. Motion carried.

 

DISCUSSION OF DRAFT REPORT TO WILL COUNTY
The Committee reviewed the proposed Report for Compliance with Decennial Committees on Local Government Efficiency Act.

 

Adam Woodworth moved to approve the final Report to Will County. Victor Zack seconded the motion. All voted aye. Motion carried.

COMMITTEE MEMBERS COMMENTS
Committee Chair, Deanna Amann, expressed her sincere thanks to Committee members Adam Woodworth and Victor Zack for giving their time and effort to this Decennial Committee.

Library Closing

Due to Spring Staff Inservice, all three branches will be closed Friday, March 20th. We will open again at regular library hours on Saturday, March 21st.
